Switching to any language enables it, though. Going back to English afterwards gives the proper message. So I suspect that's really a one-time issue while loading the first time. The text installer doesn't seem to suffer from this, so I'm filing this bug report against cdebconf-gtk-udeb without further investigation for the time being.
