Raphael kindly pointed at chroot-setup.sh from di-utils. There
/sbin/start-stop-daemon is diverted with --rename. Since it is installed
as /usr/sbin/start-stop-daemon, this diversion (and its rename) does not
take any effect. When it is undiverted

I'm not quite sure I've understood you correctly. d-i does install the
system into a chroot, which then becomes the real root

have some unsolved understanding problem with DI .
