During Steve's talk it was mentioned that cloud/VPS installs often don't
use d-i, and that means lots of questions do not get asked and
configuration generated as a result. Some people would like to still
have that.
This seems like another reason for userland bits of d-i to be able to

Whilst this didn't turn out to be a d-i bug, it did occur to me there is
a lack of robustness within d-i, and a real bug here would have been a
nightmare to find. The sequence of events was something like:
* at boot-time, /var/lib/dpkg/info/*.templates are parsed to generate a
