d-i mount/umounting /target/proc

Hello, I found that during a preseeded wheezy install, /target/proc gets mounted and umounted more than 20 times (caused by chroot_setup and chroot_cleanup) Why? Why isn't /target/proc (and /target/sys) mounted after the /target-filesystem is mounted and unmounted before /target gets unmounted?
