I've found the following problems with the PCGI files created by zopectl:

PCGI_NAME is set to name of the zope server. In reality it must be always the 
constant Zope,
as this is used by pcgi_publisher to import the correct module. (Just try it 
with no zope instance
runnning and look for the error message.)

And the second one, and probably more serious problem is that, default location 
of the
pcgi.log file:
PCGI_ERROR_LOG=/var/log/zope/detox.at/pcgi.log
The directory by default is owned by root, and the pcgi-wrapper is not able to 
create the file.
(And no, pcgi-wrapper is not called as root, it's either the ApacheUser or some 
other user via
suexec)
