consider using log_failure_msg.

Also, I don't think the usage output at the end of the file needs
to be logged as success.

Hello.

Unknown since exactly which version, but in current versions of
the util-linux packages hwclock.sh (init) script uses
LSB logging functions (and not `echo`) for every message.
I'm thus closing this bug report.
