I was restoring an system from back and first restored my debconf settings (but
not /etc) then installed packages. Doing this logwatch failed to create
/var/cache/logwatch and thus logwatch did not run. I also restored users and
groups before installing the list of packages.

The default tmp dir for logwatch is /tmp. If you configure a different
location, you need to manually create it. logwatch does not use debconf,
so debconf is not relevant here.
I'm closing the bug as I already got a similar bug report, which turned
out to be the system admins's fault. Please reopen if you feel this is
necessary.
