amcheck -a sends an email on every run (as per spec)

To my mind this points to a problem inside the amcheck code where

When I run svnadmin help in shell, it told me that svnadmin: Bad
database version: compiled with 4.4.20, running against 4.3.29
Already reported, already fixed, we'll upload soon.
The workaround is easy: upgrade libapr0 to 2.0.55-4.2.
