You have filled bug at wrong package. Apache 2.X doesn't contain module
for radius auth. However I was able to find mod_auth_xradius, so I am

I ran into this too. I ran update-fmtutil (as root) and re-reran the
dist-upgrade. The problem remains.
I'm not sure if this is the requested test, but it was my best
interpretation of it. I can provide the details that others have, if
that might be helpful.

This is what I though first, the problem is that you cannot switch back
to a standard reboot without removing the link to the script.
Sure you can. You can let the script have some configuration file,
and just 'exit 0' if kexec reboots are disabled.
