If you try to reproduce this, deinstall nscd. nscd will cache user

Creating a dialup profile with the modem manager applet creates a pppd
config file with the connect directive something like:
connect /usr/sbin/chat -v -f ppp0
when it needs to be
connect /usr/sbin/chat -v -f
