I have good and bad news.
The good news:
I found a workaround. Just install mediawiki1.9 and then mediawiki1.10. All
looks correct, and after install mediawiki1.10 you can purge mediawiki1.9 if
you want.
The bad news:
The problem is still there and it is reproducible in a clean environment
