I have the described problem with kernel 2.6.30-1-amd64 (squeeze) and
powernowd 1.00-1 on my IBM/Lenovo X61s.
After suspend to ram both cores are runing at maximum speed (1,6 ghz)
and only a restart of powernowd mange the CPU frequency again.
