It "just" fails because UPX fails even though it is installed.
Apparently it doesn't support all platforms Debian supports.
Nevertheless there are attempts to get upstream to remove the
requirement on UPX or at least make it easy to disable.

overflow detected" warning and a core dump.

1) Since base-files 5.1 (IIRC) the two files are created by default like this:

I don't want to make pressure ;) ... but this issue is really old now and
actually quite annoying.
Especially with newer compresseions tools (e.g. xz) there are some
parameters which have no short version or even need values set...
Is there any chance that this old bug gets fixed? :)
