Forgot to mention BT_HCIUART_BCM is enabled in 4.9 default config on
debian, so I think this is a regression rather than a wishlist bug for
enabling.

The Compex pci express wifi module fails to probe apparently because it isn't
waking up. I can't see anything wrong here, and the module used to work with
older (vendor) kernels.

This bug is not fixed in upstream, up to and including 12.2. There is
at least a weak preference upstream to keep this setting at 'yes', so
it may never be fixed there.
It looks like the "fixed-upstream" tag got added by a merged-in bug.
Changing this default to the less-surprising 'no' still
