I followed the instructions in uscan - imported the upstream
maintainers public key and then exported the minimal signing key.
I've rebuilt the package, confirmed that uscan downloads with the
minimal signing key and then built on buster.

Dear Maintainer,
The package currently fails to build reproducibly on merged-usr vs
non-merged systems. This is because the build systems InstallShellScript
macro rewrites shebangs by looking up
FWIW, I tried doing a blank install with the Buster Alpha 3 installer,
putting /usr on a separate LVM volume to see if Debian Buster would
also be affected of this. It was not - /usr was mounted without any
