reading neerestart(1) I noticed that it mentions DEBIAN_FRONT to set the debconf
frontend, however debconf(7) mentions DEBIAN_FRONTEND. Is this intentional to

If it is "working as designed or documented", then there is no bug.
However, I would not have designed it to operate in such a manner. Yes,
doing the mounts as you suggest will "circumvent" the issue.
