several cases where apt chose a suboptimal solution that involved
keeping some upgradable pack

ffmpeg could also be an issue since upstream embeds an ancient version and
won't switch to a newer one [1]. Maybe we can steal this patch [2] utilizing
ffmpeg 5. Another issue is ppsspp directly referencing absolute header paths,
