Hello,
there are actually two czech locales - ISO latin 2 and UTF-8. Since I
the ISO as default I removed them and set the UTF-8 to be default. And
synaptic works. Then I swithed back to ISO and they work fine as well.

Sorry, but this is nowhere near a critical bug report, not even important.
You still have access to a regular text console from which you can
correct the situation.
Also, we consider configuration of X outside the scope of the installer.
