I can confirm that on amd64 / x86_64, this package does not
build. As far as I can tell, the error message is correct, and
indeed libipq.a must be built with -fPIC.
My knowledge about debbugs is a little rusty, but it should be
appropriate to reassign this bug to the iptables-dev package
