i've had exactly the same problem and solved it.
I can remember idmapd must run serverside too.

You're right and there is no bug.
Here was my poor reasoning:
1. My root crontabs aren't executed
2. When i downgrade cron to 3.0pl1-108, they are.
3. Changelog is talking about /etc/default/loc
