The answer to the first question is no, recently I've been building GDCM
without VTK bindings. But the answer to the second question is yes, I know
how to do bindings for VTK 8/9. I will take a look and send a reply soon
(hopefully tonight, or Saturday at the latest).

CMake was automatically linking it because it was publicly linked to
libvtkPythonD. The following patch should fix this:
