File systems correctly mounted after "reached target network online"
File systema rw in both cases.
Case 1
1. I deleted resolv.conf
2. Root fs rw in fstab
3. File systems mounted by IP address

Conclusion: name resolution, dns lookup, is not performed at fstbab mount time.
This is supposed to work. Who's issue is this? systemd or mount?

I agree.
I ask because just ignoring the /dev/nfs fstab entry would appear not to be a
solution, and point to a process (in Jessie) which worked.

Thanks, if /dev/nfs is ignored, then omitting it from fstab should work.
That also fails. The filesystem is mounted ro by the kernel, and the system is
unusable.
What was the process on Debian Jessie? That worked. Duncan Hare

nfs remote share not in 'host.dir' format
It appears /dev/nfs is an exception to everything. But it works.
I suspect the kernel is somewhat difficult about having its root file system
remounted under itself.
I have not looked at the kernel code.
