The iputils-tracepath version currently packaged contains a bug, which
results in ipv6 destination addresses being cut off after the first 64
bits. Because tracepath is trying to reach a different address than
given by the user, tracepath is almost always unable to reach the
destination host.

For example, if the user tries to 'tracepath 2001:db8::1234', the probes are
actually sent to '2001:db8::'.

The bug was introduced in version 20180629 and has already been fixed
upstream [1], which is included in version 20190324.
However, this bug is still present in the iputils package from debian
stable.

This fix should probably be backported into debian stable because
tracepath shows "!H" (destination address unreachable) for almost every
ipv6 address (except for those with a suffix containing only 0-bits).
