I stumbled upon the same thing. Is debhelper really necessary for to
install libvformat1?
My scenario is that I want to install lbdb and because of this issue
it wants to install a big pile of packages.

I also see the same thing. Recently I upgraded from 2.4.27 to 2.6.11,
