I upgraded yesterday to systemd-25 and the matching udev version , and
faced a similar issue.
System boot hangs at random points, if I allow it 3 minutes it drops
me to an emergency shell reporting that
cryptdisk target timed out.
In the emergency shell I can see that the root is unlocked
This bug is also in the version in experimental : 2.13-0exp2

For the same reason I am currently mounting usbfs using the options :
-onodev,noexec,nosuid,devmode=664,devgid=46,busgid=46,listgid=46,busmode=0770,listmode=0660
The group with gid 46 is plugdev , which sort of fits this permission
policy.
