I'm suffering the same problem.
In my case I can confirm that mod_php (libapache2-mod-php7.0) is in use
and is linked against openssl 1.1:
/usr/lib/apache2/modules/libphp7.0.so
linux-vdso.so.1 (0x7fff74595000)
libcrypt.so.1 => /lib/x86_64-linux-gnu/libcrypt.so.1

I just bumped into this bug today (3rd. Feb 2018!!!) and are now stuck
with updating some poackages.
Is there any workaround available? Any hints on the cause?

As fas as I can tell, this is caused in tcpwr_rm_block() when creating a
/etc/hosts.deny.tmp and moving it back to /etc/hosts.
Previous permissions of
-rw-r--r-- 1 root root 1252 Sep 23 07:39 hosts.deny
will become this
-rw--- 1 root root 1312 Sep 23 07:41 hosts.deny

well, yes it does. I accidentally overwrote your downloaded bits when fetching
the ipvsadm sources to get the missing ipvsadm_1.26.orig.tar.gz.
Now, I started from scratch, but figured that you're obviously using some other
ipvsadm_1.26.orig.tar.gz..!?

ii snmpd 5.4.3~dfsg-1 SNMP (Simple Network

But the continous messages in syslog still appear:
