iproute2 versions since v4.10.0 (which are not yet in Debian) have the
'ip vrf exec' subcommand, which needs CONFIG_CGROUP_BPF as well.
While I have the same symptoms (black screen with mutter 3.22.2-1,
working with 3.22.1-2), i don't see the segmentation fault. Instead i
have:

It seems qemu is affected by the same problem. You can however work
around it by pressing Ctrl-Alt-f and then Ctrl-Alt-1 (which would switch
to the main screen). During screen switching it will then change to
full-screen.

We should consider adding a small package shipping just the ROMs needed
for qemu/kvm (which are currently pxe-ne2k_pci.bin, pxe-rtl8139.bin,
pxe-e1000.bin and pxe-pcnet.bin - 32kB each).
