Your /etc/cups/cupsd.conf is corrupted, and you'll see an error reason
in /var/log/cups/error_log. Maybe it lacks Port/Listen section (#376883).
Plus, cupsd forks by default. Try cupsd -F to run foreground mode.

Sorry, no idea what that means. I just installed cupsys because it
connects
a /etc/init.d/cupsys force-reload
5) cupsd crashes (segmentation fault)
Remark that a force-reload is launched every day by the logrotate job.
cupsys 1.2.1-3 has some fixes around advertisement which caused
a segmentation fault.
