if you bothered to check out the bugreport it's that debian/rules
contains this command:
install -d debian/tmp/{DEBIAN,usr/{share/{doc/randtype,man/man1},bin}}
which is perfect with bash, but not with other shells. And randtype
does not include Build-Depends: bash, and bash is not a

i think someone who installs freebsd-manpages usually does it on
debian gnu/kfreebsd (where ipchains won't ever be ported to).
freebsd-manpages maintainer: Do you think it would be possible to
remove that manpage from your package? I do not want our packages
conflict (it does not do the same task), and it would be pointless to
use the alternatives system for manpages. If it's possible, please
remove the manpage from freeb

It's done. I've fixed the bug with Justin Pryzby's patch, thanks for
that. I've also orphaned the package, pick it up if you like.
