Sorry for a third thought on your reply to this bug report.
If the default pathnews is /usr/lib/news (which seems to be the case),
surely it can't be the intent of this that /usr/lib/news/.gnupg gets
created by the various gpg-related scripts that are run as user news

news.daily emails its output by default. You can turn this off by
specifying "nomail", but it would actually be useful to be able to
configure where this email goes. news.daily(8) says:
"By default, news.daily performs all of its functions an
error-checking.
