I can't confirm this on my systems, and I suspect that your mail command
is something that doesn't understand "-E 'set escape'". Could you check
what your mail command points to?

I have a number of Debian hosts that have these ever-growing fail2ban databases.
I tried to solve the problem by updating to 0.11.1-2 (the bullseye version).
Observations:
* Disk space usage DOUBLES by a backup copy of the database on upgrade:
total 574M
-rw--- 1 root root 300M Sep
I was also affected, broken update to 3.0.8-6+deb10u1. The patch mentioned fixed
the issue.
Changing the PYTHONPATH in debian/rules to
PYTHONPATH="$(CURDIR)/.pybuild/pythonX.Y_$(PYVERSION)/build/"
fixes this part of the build for me. (It then fails for testJournalFilesArg
when running as a user with -rfakeroot, but that is a different bug.)
I am also affected by this bug (0.9.6-2). fail2ban fails to ban, replacing every
"imap3" with "imap" in jail.conf fixes this for me.
