I have looked into this further and it looks like this is a bug with
rbenv, rather than ruby-build.
Installing rbenv from github fixes this problem.
This resolved issue is related:

I have just upgrade to Squeeze and this was a problem for me on my machine too.
Symtoms were:

It is very confusing. It took some digging to discover that version
0.12.0 of oRTP is contained in libortp5_1.5.1-1_i386.deb

If you recompile the package with a 2.4 kernel, then it works fine
(as a temporary solution).

than linphone?

installed when third party packages depend on it?

TwoLAME is a fork of toolame and has added a fully thread-safe library with an
