That's strange, because the last patch you have in the
clamav_0.98+dfsg-1.diff file is clearly attempting to deal with the
change needed to fix the error you're getting. I do not have a debian
developpement machine here, so I cannot check, but I suspect part of all
of the patch is not applied to the sources used in the package building
process.

Could it be the patch for clamav.h needs to be redone because it does
not apply cleanly on the newer version?
