I have built libisocodes with olders valac versions which resulted in
the same failure.
libisocodes built fine with vala 0.48.13-1 and is failing with the same now.

Afaics this looks good and should be uploaded asap.
This is the only bit which blocks the vala 0.38 introduction in testing.
