Maybe what I am hearing every 5 seconds is the transition from low fan
to high fan instead of off to on.
Difficult to say with all the noise from my computer.
I read that the fan control is also managed by the BIOS:

I updated my Debian Testing last week (previous update was 1-2 months
ago) and I also noticed a regression.
The fan keeps starting and stopping every 5 seconds.
My computer: Dell E6410 with integrated intel graphic (i915)
My system: Debian Testing with kernel 3.11-2-686-pae
