I think fbxkb incorrectly parses the info from xorg and treats the first
two letters of ctrl:nocaps as a language code.
A simple hack to bypass the problem with the US flag in my case:
# cd /usr/shared/fbxkb/images
# cp us.png ct.png

flag and reports "xkb group #0 is already defined" in the terminal right

If one removes ctrl:nocaps from the XkbOptions line in xorg.conf,
