In configuration with several keyboard layouts, the chosen keyboard layout is
not persisted in gdm and gnome-shell and must be chosen in the applet (top
right corner) again each time the system is restarted.

Have you checked that your loopback interface is configured properly?
Indeed, if it is not configured properly, it is easy to get cups
behave in such a way (eating your CPU and appearing to work).
