If smbd starts under ja_JP.eucJP or such locales where PAM messages are i18n'ed,
pam password change =yes will not work because it expects English
PAM messages
but i18n'ed PAM messages are replied.
Samba daemon must start under C locale.

Two SOME JAPANESE MESSAGE are actually displayed in Japanese.
After I changed the terminal's locale to C and restarted samba,
pam password change = yes worked.
Hmmm, I will examine more.
