symlink management from /usr/bin/neutron-plugin-manage). I've fixed it

Anyway, a circular dependency on arch: all isn't a big problem in
Debian. If it was some C library, it would be a problem indeed. But in
this case, with Python library, apt & dpkg cope very well with the
