I'm sorry to say but the empty environment variable problem was not fix
in version 0.9.9.4+git20150208.f600c0-5.
Maybe I was wrong about the upstream fix, I was too lazy to compile and
test myself.

The empty env variable problem was fix by commit

The empty env var break bundle command:
$ bundle install

Adding the following lines to debian/libopencc2.install should fix the
problem:
usr/share/opencc/*.json
usr/share/opencc/*.ocd
I believe the *.ocd files are arch dependent, they should be included in
the libopencc2 package.
