Currently, libapache2-mod-qos is still at 11.63 in stable and unstable although
the latest release version is 11.74 from early May 2023 available at SF.net. I
hope that our great packet maintainer Sergey finds some time to build an
updated version, because many users depend on a working

Apache mod_qos is in default bookworm sources still not useable out-of-the-box.
If module is loaded, the daemon is not able to start and throws an error
depending

mod_qos 11.73 has been release. This release introduces support of the
PCRE2 (10.x) library in place of the now end-of-life PCRE version 1 (8.x)
API.
The module no longer has an explicit dependency to the PCRE library (but
uses ap_pregcomp(), ap_regexec(), and ap_regexec_len() from ap_regex.h.
