vpnc-script uses the deprecated /usr/bin/systemd-resolve command which 
is no longer shipped in Debian's systemd (the new one is called 
resolvectl), so vpnc-script fails to detect resolved and overwrites 
/etc/resolv.conf instead. This then results in the changes not coming 
into effect as most apps use libnss_resolve directly instead of 
/etc/resolv.conf.

(Also, it fails to reverse the changes later, but this may be just 
because I don't run it as root. There's no such problem when resolved is 
detected, though.)

There's a pending merge request to upstream which fixes the issue here: 
https://gitlab.com/openconnect/vpnc-scripts/-/merge_requests/38
I've pinged them to merge it, but it might be sensible to apply it to 
Debian if they don't as Debian is one of the first distros to drop the 
compat systemd-resolve symlink.
