Indeed I concur. If this bug report were on Launchpad I would be
upvoting it (which I think is not possible in debian bug reports).
Calling reportbug -r “confusing” is putting

after submitting a bug failed, i changed my mta config, and subsequently
ran "reportbug -r /tmp/reportbug-..." as instructed. as the mail was
already in its final state, i immediately exited the editor, which lead
to this weird interaction:
