I can think of two ways of fixing this: 1. add a condition in the systemd unit so that it doesn't try to start the service when it's unconfigured 2. add a sample config file so that the service *does* start by default I would favor the former. I think it needs a ConditionPathExists= entry in the [Unit] section of the service file.
