Thank you for the bug report. Something does seem to be wrong with the
qemu-efi-aarch64. I'll see if I can find the cause through bisection.
I can reproduce using RHEL 8.7 with the 2022.11 efi, the exact error
message (after grub, never changes) is:

If I downgrade to 2022.8 this installs and runs fine, but if I then
upgrade to 2022.11

When I try to start a previously working aarch64 VM, or firstboot a new
one, I get the error on the console:
synchronous exception at 0x000d6910354
Note that the installer works fine and I get just past the grub prompt
before the
