The libppd package is very old software with little use (maximum popcon
is 148 for libppd0). As far as I understand, it was created by taking
bits from a (today horribly outdated) version of CUPS, added some value
and called it a day.

Years passed, and among other annoyances, there is now a package name
clash on libppd-dev, it could be provided by CUPS as well, and already
does in Ubuntu.

To resolve that problem I tried renaming the binary packages to
something with a "legacy" in it, after some discussion with Till
Kamppeter (CC'id) - that approach however wasn't quite well received. So
instead I now intent to remove src:libppd entirely, I doubt it will be a
great loss.

The last reverse dependency of libppd is gpr (Cc'ed) which doesn't quite
have a huge popcon counter either and is about to be removed sooner or
later for depending on gtk2, see https://bugs.debian.org/1050359

If you have objections, please voice them now. Current plan is to file
the RM in about a week.
