Alessandro figured out that although the Debian buildds have
ca-certificates installed, the default sbuild configuration for
Unstable does not pull it in. Therefore, we will fix this issue by
simply adding ca-certificates to Build-Depends for affected packages.
It seems odd that there is this mism

I don't know what is causing this issue which is causing build test
failures elsewhere.
Ubuntu 24.04 LTS is not affected although its packaging is identical
for glib-networking, ca-certificates, etc.
It also appears to not affect the official Debian buildds or Sals
