I've prepared packages for libcss[1] & libdom[2], and in the process, I prepared packages for libparserutils[3], libwapcaplet[4], libhubbub[5] & netsurf-buildsystem[6]. They are not finalized yet, especially upstream copyrights isn't fully listed in d/copyright yet, but I was able to build against them. Other required netsurf libs can be packaged in a similar manner, and probably netsurf can be redone to depend on those libs instead.
