I have filed #1073844 for this. I think we can deploy tag2upload and advertise it for early adopters with this bug unfixed, but we would probably want to make sure it's sorted out before advertising it for general use. Compared to dgit (which is already affected by this problem) tag2upload has a larger risk of accidental history mingling because it must make more use of pseudomerges, and it will have a wider userbase who by design are less familiar with how all this stuff works.[1] Ian.
