I ran into the same problem at Ubuntu. See the hplip 3.23.12+dfsg0-0ubuntu4
package in Ubuntu 24.04 (Noble Numbat). We have added the patch
debian/patches/0086-hplip-use-raw-strings.patch
here which marks the strings as raw strings. This should be ported over to
Debian.

When the main python3 package is updated, it runs rtupdate hooks. Now
that Debian testing is on Python 3.12, these hooks yield copious error
messages on files in /usr/
